I'd change something in the structure of the map comment page.
like two lines: (i try to draw it, may look ugly)

ah, and maybe you could go around the page and shorten these explaining comments i.e.

After some things are almost selfexplaining, i think, some text could be shortened. But, as the one above, minor changes, which take just a few minutes if you don't have much time to change something on the site, these things could be done ;)
Or simply remove it. Its of no greater purpose, i dont even vote at all anymore. Actually i havnt been voting for the last month.

There must be some kind of warnign telling the user that if he uploads 20 maps in a row, we wont be able to give good feedback :/ also do a better cmparison to what should be a "user-final" because "user-final" is a category we place maps that WE say are finnished, NOT the CREATOR :P
More maps would get exposure if there was a random map thing where it would show a random map every few minutes like on top of the "newest updates" which would help bring older maps to the surface.
or maybe have the system periodically pump random maps to the newest updates list.
and perhaps make a seperate section for higher quality user maps, so user-beta wont get too crowded, and neither would user-final.
don't know if this was also suggested, but anyways:
i think you should include the image of a map in the map-page itself and not just provide a link called "picture" link, which btw opens a new tab in Firefox , etc.
when i click on a map name, the information i want the most is the picture and i see no reason not to put it directly on the map page, unless this is done to reduce server traffic. in that case you could provide a relatively small image of the map which links to a full size image or sth.
another cool feature would be, to have a mouse-over effect in the map lists (i.e. 5 newest maps) which would show a small image of the map. but again, this may greatly increase the server traffic.
another thing i would add: in map lists, the author should be "clickable" in a way, that a click on a author name provides the list of all map this user has submitted. i already saw that the feature to show this list exists, but i dunno how i got there. so, it shoud be easy to just change plain AUTHOR to [LINK TO MAPS FROM AUTHOR]AUTHOR[/LINK].
well, that's all i can think of right now, well, maybe apart from some standard things i generally dislike about webpages: BIGGER FONTS! and not so much unused space. (for example: the forum could have a higher width, etc).

Well, when I made the site I wanted user-final to be maps the user consideres final. It is YÒU who changed the definition of "user-final". imo you should be allowed to decide if your map is final yourself, as starparty won't make the map final for you anyway.

Concerning rating system: I will not change it to a thumbs up/down system. period.
And I don't want to remove it, even though it is not used much anymore. Experienced posters on this page don't pay attention to it, but someone who is newbie might want to show his sympathy towards a map or even a mapper by giving a good grade, even without posting something. I remember on a lot of websites I was voting in polls even if I never posted in boards (mostly due to language barrier).

One of the ground principles of the site, as you stated yourself, was to maintain the quality. I dont have to explain myself anymore :P perhaps it would be alright with a ratingsystem (non-abuseable) where the good maps went on top. But that seems impossible.. iono.. and also discriminating :P
